Appearance:
The first thing you can noticed about Cari, is she is surprisingly small, and very agile looking. Her slender figure can simply tell you how flexible she is, both in the air and water is this body useful. Her body style is one of a quadrupedal creature, which means she walks on four legs and feet, all accustomed to the water and land. Her legs are thin, and her muscles are obviously lean. You can also see she has fish-like features. Her feet, which look more like three-toed paws, are webbed, helping her travel threw water. Cari's tail is also like a fishes, but it is horizontal at the end instead of vertical. Her fin at the end of her tail can also be folded, like a fan, and is almost the same shape as one. Her head has another form of fin for ears, both identical and somewhat sensitive to sound. Cari's snout isn't at all long, but fitting to her, and is surprisingly sensitive in water. Her tail itself is long, and narrows out from the haunches to the tip itself. Her skin itself is mostly made out of scales, you can hardly tell that they are there though, not until you rub her skin the wrong way, then you can notice them.
Her wings are webbed the normal way of any dragons, but they are more clear, you can see the veins easily, they are in a deep blue color. Cari color is mostly a light blur, which helps her blend into the water well, helping her escape from any danger from the well known camouflage that may be needed. Her claws are short, yet pointed at the end, able to deal a deadly blow if she uses them right. Her claws are a black color, but matches with her nether less. She also has horns at the end of her webs at the points of her ears. She also has one horn located on her nose, which can also be used in many ways. She also to horns at the top of her head, bot going back and curving at the near end. She has claws located at the arms of her wings, they aren't that useful though. Her teeth are pointed, obviously carnivore teeth, able to bite down and tear at will. She does have a small sign of gills from the slits on her neck, but she is able to breath on land, taking oxygen both ways. Her eyes are a light shade of blue, and you can tell even from a distant that they are gentle and warm.
Personality:
Cari is the relaxed, and friendly type, always making sure to keep how she acts in check. She has a good attitude, always trying to look for the good in things, and keeps her head high. She usually tries to find the good in everyone, but can usually tell if your a lost cause. She is someone to chat with though, always trying her best to keep out of arguments. She knows how the hold a grudge though, always remembering something that someone had ever done to her. Cari usually is not so friendly to those who actually do bad things so publicly, giving off hateful stares is easy anyway. She prefers to to stay out of danger, but will jump into action when she has to. She isn't afraid of actually fighting, just afraid that she would hurt another dragon to seriously if she can't control herself while in combat. Cari absolutely hates to be ignored, and won't mind interrupting a conversation if she has to. She also hates idiots, anyone to brave are considered stupid, anyone that is to cowardly takes to much precaution, she usually registers things differently.
Cari favors living in the water, but can live out of water for as long as she wants, having this freedom, she usually uses this ability to travel around anywhere she wishes. But always finds a pool of water to take a dip in when she feels like a swim or just a nice bath to cool off. She loves cold temperatures, hating when it is ether to hot or cold. She has a love for flying and even heights, having the ability to both and swim is nothing new, but she adores it. She usually has fish as her natural diet, but turns to other game when she is far away from this rich source. Travelings because she feels like it, she usually has no idea where she is going, often ending up in a random place. Ether it's a place she likes of dislikes, she knows to deal with it her own way. Not relying on others, Cari knows the basic skills of survival, and uses it when she really needs to. Since she is not that shy, she usually makes herself known to other dragons if she notices them first. She really hates to be surprised, it makes her scream or jump, she hates doing both when surprised in anyway.

History:
Cari's egg was a nice light blue color, and so were her brother's and sisters, but mostly their eggs were a darker shade. And when all of them hatched they resembled the same color as their egg, which gave the parents the chance to maybe think of how their offspring might look when they hatched. Cari's and her brothers and sisters egg were placed in a underwater cave, safely kept in rocks to keep them still during their time of incubation of the warms waters they were now in. Both their mother and father were water dragons, possessing the fins and gills they needed, but also had wings for air travel when needed. Since the underwater cave did have dry rocks to stand on they decided on the location to locate their eggs. Both were good parents, and protected the eggs well as they grew closer to their hatching day. And when it came, they were happy to see six small ones bouncing around, one, was of course Cari. The one that was not as adventurous as the others, and even considered a little smarter. Both has tiny little claws and horns to themselves, which they usually used against each other for small bouts. Their parents were of course proud, and knew they would have to care for the six for a long time.
Three dragon years to be correct. During those years, Cari and her siblings grew a little older, and more aware of the world outside their own little cave. All six learned how to swim, it only took them a minute or two, they were adapted to the water naturally, so they just did what their instinct told them to do and paddle. Cari was the one who usually spent more time with her mother, getting lessons swimming in different ways, turning sharply, or how to gain speed when running. The young dragon enjoyed these lessons, having races with her siblings to show off. Her brother, who could be considered her rival, usually always showed off, wanting to be of course the dominant one, or the best one. His other brother and sisters easily considered him the boss, the only one in his way was Cari. They made a whole game out of this, and it was actually very fun, like acting or something. Cari was usually the rebel one, while her brothers and sisters tried their best to defeat her. You can be sure there were plenty of laughs and giggles.
When they were two, and somewhat close to becoming three, they all shown signs of the ability to shoot small bits of water from their mouth. It was hardly even a drop at first, but their mother and father took notice quickly. Their father took charge of learning how to control their ability to use water. To take the moisture or condensation around them or from the air directly, and focus on releasing it from their mouths was a hard challenge for them. But they made a long lasting contesting on who would do better. As their father taught them this, their mother taught them how to catch prey. Cari was the first one the realize how to use her horn on her nose to spear at fish to kill them or give her a better advantage of catching it. Her brother's and sister's devised their own style of hunting. Using their new abilities they learned to master from their father was also very useful. After having so long to master this, they then came to the age where they were old enough to fend for themselves. Of course their brother was the first one to go, they went at the same time, but he wanted to be the first one out of the cave for good. Cari said a longer good-bye before she left, sad to leave their parents who watched them go with small smiles. And then of course Cari became a loner, living her life for now, and doing what she has or wants to do to survive.

(OoC: The only thing I see that you will have to change is her type. "Water" is not a selection of types here... We have European, Wyvern, Ampithere, and Faerie mostly.
However, it sounds to me like Cari is a Sea Dragon type... similar to my character Jörmungandr of the Sea. If you wish her to be a partial-sea dragon or a sea dragon type then please specify what percentile of her is Sea Dragon. For example; Jör is only 75% Sea Dragon.

I believe that 'Moth was simply explaining (after reading your dragon's bio) that she has a character which is part (mixed-breed) sea dragon, and that if you chose to, you could do the same with your character's species.
